Working Title: 
Decentralization of decision-making processes about aggregate mining and its impacts on environmental concerns in Vietnam. The case of Hoa Binh Province

Supervisor:

Abstract:
The relation between decentralization and environmentally effective decisions in the field of natural resource management is controversial in the world. The dissertation looks into possibilities to strengthen the consideration of environmental concerns in decentralization of decision making processes in aggregate mining sector in Vietnam.
Taking the case of Hoa Binh province in Vietnam, the research will be carried out through document analysis, interview, questionnaire survey, and focus group with key stakeholders. Expected results will shed a light on the question whether and how accountability and participation in decision making will contribute to environmental improvements in a decentralized system.
The dissertation will contribute not only to the scientific debate on decentralization effectiveness but also will give recommendations for improving the situation in Hoa Binh province.
