Effectiveness and Efficiency of Public Expenditures

Supervisor: Prof. Dr. Marcel Thum

Abstract:
Demographic and political changes put pressure on public funds. Reforms are needed to make spending in the public sector more efficient. One broadly discussed proposition is to make public budgets more flexible. In my first paper I address the time dimension of budget flexibility. I present a theoretical model on the mechanism of multi-period public budgets. On the one hand, welfare improvements may be achieved if multi-period budgets are adopted as funds can be allocated more efficiently over time. On the other hand, this would allow politicians to engage in excessive expenditures to increase their chance of winning the election. Such behavior might result in a welfare loss. The goal is to analyze the total impact on welfare given these two opposing effects. The results of this theoretical discussion are evaluated empirically in my second paper.
Focusing on the expenditure side of public budgets, it is crucial to understand how subsidies shape economic development. In my third paper, I conduct an empirical analysis of the effects of EU subsidies on the competitiveness of NUTS-2 regions. Possible indicators for the regional competiveness are the amount of tradable goods or the export share.
The results of my thesis will contribute to the current discussion of political reforms of budgeting processes and of expenditures.
