How are local governments adapting to climate change and why?
A survey of local governments in the State of New York.

Abstract:
Research is needed to better understand conditions that promote and deter climate change adaptation among local governments in the United States. This dissertation examines how local governments are adapting to climate change, if at all, and the internal and external drivers influencing adaptation decision-making. New York State has been chosen as a case study due to its multiple climate change vulnerabilities and as a highly decentralized “home rule” state. Data are collected through a self-administered online survey distributed among local governments and analyzed using univariate and bivariate statistical analysis. Results are expected to contribute to a better understanding of local government adaptation across municipality types (e.g. villages, towns and cities) as well as barriers to adaptation.
